Confusing e-bike law needs an overhaul

Approved in a whirlwind push late last year, [2025] the law took effect July 19. [2026] It was a response to a rising toll of deaths and injuries on local roads, many involving younger riders on vehicles that can reach dangerously high speeds.

The urgency was understandable. The rushed process was not. Lawmakers now need a cleanup bill - and this time they must listen to bike owners, delivery workers, commuters, insurers and other caught in the confusion.
..... E-bikes offer an affordable, accessible way to get one or cannot easily use other forms of transpiration. New Jersey makes roads safer without regulating this transit revolution out of existence.
..... The law requires e-bike riders to be at least 15 and to wear helmets. Those are sensible reforms that have won broad support.

It also divides e-bikes into two categories: "low-speed" vehicles hat can travel up to 20 mph and "motorized bicycles" with engines or throttles that can reach 28 mph. both classes require a license and registration with the state Motor Vehicle Commission. Owners of motorized bikes also must carry insurance.
..... That broad sweep is one of the law's core problems. Instead of targeting the fastest, riskiest bikes, New Jersey imposed new hurdles on nearly everyone who rides.
