Court upholds restriction on migrant arrest in LA

..... The judges agreed with the lower court in blocking federal officials from detaining people based solely on "apparent race or ethnicity," speaking Spanish or accented English, or being at location's such as a "bus stop, car-wash, two yard, day laborer pic up site, agricultural site, etc."
