Sherrill softens on pork in budget talks
Governor open to swaps as deal deadline looms

..... Governor Mikie Sherrill arrive in Trenton in January [2026] and quickly cast herself as the new Butcher of Budget Pork, vowing to slice away the spending fat that is doled out - almost entirely - to lawmakers representing Democratic districts.

"We've given notice that special interest giveaways are over and moved resources to help working people instead," the governor proclaimed in her budget address sin March. [2026]
..... But as Sherrill and Democratic leaders of the New Jersey Legislature negotiate a budget deal before the constitutional deadline of June 30 [2026] at midnight, the butcher seems ready to keep her set of carving knives sheathed and safely stored below the kitchen counter - for now.

During an appearance before the editorial board of NorthJersey.com and the governor signaled a more accommodating position. she is willing to consider allowing some of the legislators' prized home-district pork spending to be taken onto her proposed $60.7 billion budget as long as other spending cute are made to pay for them.
..... "So what I have said is any addition requires the subtraction," she said, adding, "I don't want people suddenly turning around as usual and they go to bed at night and the budget is in one place and they wake up and it's singed and there's 4100 million more dollars in it."

That's a shift form the tough, no-pork posture she took as a candidat4e last year [2025] and in her first months as the governor. But it also reflects the political reality of dealing with a Democratic-controlled Legislature led by transactional veterans who have their own members' interest and political survival to tend to. Lawmakers need that pork to Keep the natives happy and to boost their reelection chances. Brining home the bacon is an unwritten job requirement.
..... Sherrill needs Senate President Nicholas Scutari, D-Union, and Assembly Speaker Craig Coughlin, D-Middlesex, to roundup their majorities to approve the budget. And they need her sign-off on that extra spending.

So the onetime U.S. Navy helicopter pilot is looking for a safe landing zone in the Trenton swamp, whee she can claim that she held the line on proposed spending while keeping her party relatively happy.

When asked if her addition-requests-subtraction policy will mean she will not sign a budget that grows beyond the $60.7 billion she first proposed, Sherrill signaled that she might provide some wiggle room. "we should see a budget that's pretty close to that," she said, before warning of the fiscal challenges she's facing next year, [2027] when the consequences of President Donald Trump's "Big beautiful Bill" - tax cuts financed by bouncing millions of poor people off Medicaid - take effect.
What's Sherrill's biggest budget challenge?
..... So this will be the central challenge for Sherrill: holding the line, while keeping most of her party happy. Still, she was more ambiguous on the question of transparency surrounding the pork-related negotiations. just how will the public know what cuts were made to accommodate pork spending that was packed into the final bull? to nix cliches, worse ox will be gored to pay for the pork?

She didn't seem to have much of an answer other than referring to her favorite public relation talking point, the New Jersey Report Card, an interactive website that is packed with easy-to-read graphs and charts describing how the state budget process works, where the money is raised and how it gets spent. This program, a sort of Intor to the Budget 101, is designed to bolster transparency, Sherrill has said.
..... It provides a broad-stroke portrait of the process, but it's not going to shed any light on one of the darkest, most egregious exercises of Statehouse traditions - the late-stage inclusion of these spending items, usually without debate or public inspection.
..... The Report Card
won't explain the kind of items we saw stuffed into last year's [2026] budget, like the $1 million in "operating aid" for Guttenberg and $3 million for the same reason in North Bergen. why were those towns singled out for such generous relief wild hundreds of other municipalities struggling to keep a lid on property taxes didn't get an extra windfall? Is it because state Santor Brian Stack, the Hudson County Democratic who is also mayor of Union city and represents Guttenberg and North Bergen, happens to be chairman of the Judiciary Committee? that put him in the position of holding confirmation hearings on gubernatorial nominees for judgeships and prosecutor positions. You won't find an answer to that on the Report Card.

Most voters who care about the budget could still wake up the morning Sherrill signs it into law and to see a higher number than what had been proposed - and not know why it changed.

"I've spoken to the Senate president and the speaker about what we could do as far as transparency," the governor said about the dark-of-night additions of pork in the final hours of negotiation. "And I think they heard me. I mean, we're just at the beginning of some of the negotiation around the finals days. And so I'm hoping we can find space to bring some of this more into the open."
